And, I also need a place that doesn't require a 'minimum', as the tat I want is pretty small, not worth anyone's minimum...Thank you SO much for any input!!

OOOO Tiger Tattoo !!!!! Absolutely a must. I am from there originally...

I agree with MaryKay. Tiger Tattoo is the best place in Spokane. It's close to downtown (east sprague area). They do great work and I don't believe that have a minimum. I had mine done there and it was a great experience. The staff was very cool.
