First you need to decide exactly what you want to do photographically.

Are you just wanting a good camera for snapshots of the family and friends?

Is your interest in photography sufficient that you'll want interchangeable lenses?

There is nothing more frustrating than under-buying. Today's perfectly acceptable digicam may be too limiting a year from now. Careful shopping will find that there are excellent DSLR cameras priced close to some advanced digicams. Of course, you don't want to over-buy either.

Look for one of the photography magazines that publish an annual Buying Guide. Narrow your choices down to 3 or 4 cameras and then compare them. Check out stevesdigicam.com and other web sites.

Some manufacturers offer Image Stabilization (IS) in the camera body; others place it in their lenses. In my opinion IS built into the camera body is a major plus: lens are less expensive and lighter.

I really believe buying a camera is an individual choice.
The person needs to read alot of reviews on cameras and learn as much as they can from the internet.
Go to the store and hold them and try them to see what they feel like and how they take pictures.
I can only give a suggestion of what to look for in a new digital camera.
Good Luck

my suggestion
go to yahoo shopping
digital cameras
digital camera GUIDE
be sure to check titles on the left side
the guide should answer your questions

Here is a REALLY great family camera!

You should get the PENTAX Optio W30. It has TONS of features, VERY good picture quality, its sleek & stylish. And to add to all that, its waterproof! You can see the camera here: http://www.pentaximaging.com/products/product_details/digital_camera--Optio_W30/reqID--9587364/subsection--optio
I have had the PENTAX Optio W10 (a slighty older version) for a few years now and I absoloutly LOVE it!
