wasn't they saying this like 200 years ago also

They've been saying it since he lifted off up into Heaven so probably it's been said 1000's of times. The problem is establishing a timeframe to something that only God himself knows the timeframe of.
So mortals keep predicting and he keeps not appearing. When he shows up everyone will know it.

It was expect to be soon after he left.
Act 1 states this clearly. However, in Act 1:7 we know who decides.
