A number fo things.

Even if the ducts are clean, dust still can filter through.

The window seals might have cracks in them.

The people who work in the building can bring dust with them. Everyone comes from the outside and walk around the office.

Vaccumming realease some of the dust while sucking some.

When people make deliveries, small and big.

there are several factors that contribute to dust:
1) dead skin cells ( not kidding !!)

2) not all airconditioners are 100% efficient in bringing in "clean Air". you wont notice it until the dust particles settle.

3) people coming in and out of the building: before they went in they where in contact with the outside environment, some dust particles could have clinged and made their way to your space.

Most high rises recirculate most of the enviornmental air with only a minmum of fresh air intake.
Dust that gets in, stays in.
