Puppies can be shy and frightened of new people and new dogs but they are also curious and usually show some interest in other dogs. It sounds like your pup is extremely shy and throwing him in with lots of people and dogs might just send him over the edge.
To get him used to people, ask some of your quiet, low key friends (one at a time) to come by and sit in the same room with Twinkie. Let them toss him some yummy treats so that he associates people with treats. Keep this up with different people until he is able to take treats directly from people.
To get him used to dogs, consider a puppy class with relatively few puppies. There are usually a few minutes of supervised play and then controlled training. It is easier to meet other dogs when everyone is paying attention and dogs are on leash.
If you know someone with an exceptionally friendly, well-socialized dog, arrange to meet them in a quiet location. A friendly, senior dog is great as well as they are generally non threatening to even the most timid puppy.
You can also build Twinkie's confidence by doing obedience training. Twinkie will feel more confident when he learns new things and he will have more confidence in you. He will learn that as long as you are relaxed and calm around people and dogs, he can be as well.

You didn't mention what breed your dogs is but some breeds are more friendly that others. Breeds like labradors and retrivers should not have problems socialising but some small breeds like shih tzus can be a little shy. Being 6 months old, your dog is still a puppy and there is still time to correct this. The best way would be to expose him more to different people, different environment and also different dogs. Don't force your dog to mix around cause it will only make it worse. You will need to spend more time leeting them mix around. Some dogs need to "warm up" a little when meeting new people or new dogs.
One important thing you should remember is bringing him treats. Make meeting socialising fun for the dog. Play around, giving him treats will help the dog to loosen up.

Try to get your dog around as many people and other dogs as possible. It is important to socialize any dog, if he doesn't you will have a dog that is fearful of everything and they bite and growl to keep others away. You just have to get other people to be able to pet him and have other gentle dogs be around to show him he can be safe.

He's not anti social.. He has not been properly socialized around other dogs.. he needs to get out more and meet more people and be around more dogs.. Classes would be a good idea.

at first, try to get him a toy that look like a puppy(and smell like puppy, maybe somebody else dog's toy), and slowly introduce him to a smaller puppy or dog. it will take time, hopefully , this will work. :)
