Well, Torry, you might want to read up on guns a bit more to get a better idea of what you are after.
First of all, a .22 does not come in a "gadge"; bullets are either CALIBER (cal.) or MILLIMETER (mm). Gauge denotes the size of a shotgun.
Do you want a .22 caliber handgun, such as a single action revolver, or a double action revolver, or a semi automatic pistol. What barrel length; you can get as short a 2 inches to as long as 10 inches in a handgun. You can put a scope on a handgun.
Do you want a .22 caliber rifle, such as a single shot, or bolt action, or lever action, or semi automatic.
You can purchase a .22 caliber rifle, a decent one, for well under $500. A Ruger 10/22, with a good scope, could be had for less than $250.
What kind of scope do you want. Fixed power or Variable?
You want low mounts, mid mounts, or high mounts?
You might want to pick up a couple gun magazines like "American Handgunner" or "Guns" and read a few articles and check out the advertisements. Your choice options are many and varied.

22 guage? There is no such thing.
The term "guage" is used for shot guns.
Ruger, Winchester, Remington all make good guns.
A really nice, expensive scope can cost $500 alone. But because it is a scope for a .22 I don't expect you to buy the biggest and best scope possible.
I do think that you will be able to get a nice .22 with a scope, although .22 caliber rifle won't be acurate at long distances. The bullet will drop several inches if you are shooting more than a couple of hundred yards away.

A .22 with a scope for under 500? You could go with a Ruger 10/22 for around $200 new, and then you could scope it with whatever you want. It's a good gun, and it's fun to plink with.

In my opinion the best .22 LR repeating rifle around is the Marlin Model 39. It comes in two different versions, one with a 20" barrel and straight grip stock, and the other with a 24" barrel with a pistol-grip stock.
For semi-automatic rifles, I think the Ruger 10/22 is the best on the market.
Since you are an obvious beginner with firearms, I suggest you get the Marlin Lever-Action Model 39. It is a bit higher priced than the Ruger 10/22, but it is also simpler to take-down for cleaning and is a tad more accurate.

.22 Long Rifle would be what you are looking for. And the least inexpensive to shoot.
You can get everything you need for under $500. A Ruger 10/22 would be your best choice.

If what you're talking about is a .22 caliber rifle, Marlin and Savage both make quality bolt action models for under $200. If you want a semiauto, the 10/22 is a good option as are some of the Marlin models.

Get a Walther G22 or a Ruger 10-22 both are cheap and fun guns to shoot. Also the Ruger can be customized in a couple hundred different styles.

do you want centerfire or rimfire for an afordable rifle i recomend savage for centerfire. for rimfire i would go with a ruger 10/22
