In spanish there is not only one word to translate that, but you can either pick the answer from javier ot onetwothreefour...both are ok.

In a word? I'd say "redimensionar una foto"
but I guess it'd be more common to say "modificar el tamaña de una foto".

It means literally "cambiar de tamaño," but if you want to say it in one word it's "redimensionar," which means "to change the dimension."
