It depends on what the screws are in. A faucet? Wood? Metal? If the screws are loose and the heads are exposed you can trying prying them out with the claw of a hammer.
Otherwise, ask at a building or hardware store for advise.

If the head is protruding grab it with a strong pliers and twist it counterclockwise.

If it is not and it is not very skinny then get a screw extractor kit. It is a drill bit and a back-threaded tool. You drill a hole into the center of the screw and twist the tool into that hole by turning counterclockwise. Its backwards thread catches in that hole and lets you twist the screw out.

If the screw is very thin (and you don't need to put a replacement one in the same hole) you can just drill a hole right down the center of it wide enough to wipe out all traces of that stuck screw.
