You could download it for free but you will still need to buy a license key from Microsoft

Windows media center is a special edition of windows xp that is usually either pre-loaded on your computer or else you actually have to go buy it at like best buy and install it on your computer. You can't download anywhere on the internet for free (legally any way). And even if you do find a free download you should probably just pass it up because more than likely it only going to be a virus.

It's free. Just not legally. This is entirely illegal, and I don't endorse piracy....but try thepiratebay.org, or demonoid.com

Windows XP Media Center Edition 2005 is what you're looking for...to buy, of course.

Edit:
Media Center is the OS. It's not just a single program. You can't seperate the Media Center features from the OS. They're one and the same.

There is Windows Media Connect or Windows Media Player 11 for non-Media Center Editions of Windows XP, but it's pointless. You have to disable all your security software...firewall, anti-virus, etc....in order for them to work properly. Your best bet is to download the whole OS.

But, if you want to risk it, here a link to what you'd need:

While Windows Media Center is not free, there is a freeware program that works much like it. I don't know if you can connect an XBOX console to it, but you can play TV, Radio, and stuff if your computer has the hardware.

The program is:

There is another one but I haven't tried this one. Looks legit:
