i had it just a week ago so i stopped using my new face cleanser.
but now its back again.
is it b/c im alergic to something? [i never have been allergic to any thing before]
or is it something else?
and how do i treat it?

We can't diagnose you over the net, especially without a picture.
Have you been using a new toothpaste? nail polish? makeup/cleanser/toner/moisturizer?
You could try some cream or lotion used for poison ivy, to make the rash go away.
If it doesn't clear up in a day or so, call the doctor.

My mom says that making out with someone with facial hair will make your skin bumpy...

however, I occassionally gets bumps on my chin too, not necessarily hives, but certainly hive-like. I don't think that I ate anything that I am allergic too, or used a new product or anything, in fact, I am completely clueless as to why mine appeared, but mine went away in about a week. If yours is anything like mine, simply rub olive oil into your skin for a few minutes, rinse with warm water, then use a mild soap. thats best for your skin. I don't use cleansers or any of that because they are too harsh, i don't even have particularlly sensitive skin.

Good luck!

P.S. it actually could be eczema, i do have eczema (thanks smarty pants who said that) talk to a doc. and they can give you a prescription cream that will help
