Some dogs are harder to house train than others. Just make sure to keep taking him out. Smaller breeds have smaller bladders so take him out around ever 30mins-1 1/2 hours.

Your describing a dog that is not housebroken. If he were, he wouldn't be having accidents at this age. You need to decide how you want to train him. If it is on pee pads, then you must bring him to the pad many time throughout the day and tell him "go potty". You cannot let him out of your sight. If he has an accident, it is YOUR fault! You must catch him in the act. Set a routine for him with a feeding schedule. Crate train him when you can't watch him. Every time he pees or poops in the house and you aren't there to tell him "NO" and show him where to go instead, he is being reinforced to go anywhere he wants. Get serious about his training, or you're not going to be happy with him much longer. This is the main reason most dogs are given away.

Do NOT use pee pads. This teaches your dog that it is ok to go in the house and confuses him.
Always keep him in the same room as you so you can keep an eye on him. If he wanders too much get a leash and tie him near you so you can watch. As soon as he starts to go tell him no no no no and run him outside. When you goes outside praise him. AS he becomes more trustable you can let him have 2 rooms at a time and eventually you won't need to watch him at all.
If you can't watch him or are gone put him in a crate. Most dogs will not go where they sleep. This will also set your dog up for success. Since he can't go in the house because he is in a crate or being watched and corrected then he won't have a chance to get away with and think, well, if mommy's not home I can pee on the carpet! and it will take much longer to re-train the more often he goes.
Do not leave his water or food out. After he eats or drinks find out how long it will take for him to have to go. Then get him outside when he'll need to go and reward him for going potty outside.
Take him out before bed and before going in his crate, and don't give him food or water 2 hours before bed or being in a crate for a few hours.

Wow, is he peeing more than normal do you think? If so it could be something that needs to be looked at by a Vet. If he is trained to go on a pee pad, maybe he would use litter. Mine all do, once in a while they dont get all the way in it, there fore they miss a little. But they use it all the time.

Crate train him.
If you don't want to crate train him. Give him treat every time he pee on the pad.
About poo, establish a schedule, take him out first thing in the morning. After meal, and before go to bed. Don't come in until he does the business. Praise and give him treat. (I think treats work much better than praise.)

Wee-Wee pads are useless they only teach them to potty in the house.....
