every cow has top and bottom round.
so this isn't a matter of being more rare.

It's a matter of the better cut.

Bottom round it a tougher cut and less desirable.
Top round it a more tender cut and more desirable.

That is the only difference.

From a given slice of round the top round is a little smaller than the bottom round and the eye of round is the smallest of them all. The top round is rarer only because it is in higher demand (more people want to buy it) than the others.

It's all rare until you cook it. Top round is a better quality though.

Are you using the word "rare" as in meat doneness or "rare" as in hard to find??
