My dad asked me earlier to look at his bill, and on it says there's a 100$ charge from/by a NYTELECONFE. It also gives a 1-800 number beside the name, and "NY" right after the number. I can only assume that "NYTELECONFE" means New York Telephone Conference. The thing is, we live in California, and my dad doesn't know anyone from New York. As far as we know, there's no one that's used his credit card, nor do they have access to it.

I'm stumped myself, and the bank told us to call the 1-800 number, but the 1-800 number is busy all the time, and as far as tracking the number online, the search has proven a failure. I can't track this number anywhere.

Can someone help?

Dispute the charge, in writing, with the credit card company.

Your dad might include in the dispute that he tried the 800 number contact so he could question the account with the company, but cannot get through.
