"D.C." stands for "District of Columbia". The District of Columbia is a Federal District rather than a state. At one time, there was some disagreement about whether our nation's capital city should be in a Northern state or a Southern state.The dispute was resolved by the creation of a Federal District that was NOT a state. The District was named Columbia in honor of the explorer Christopher Columbus. The city was named Washington in honor of George Washington.

The DC is not in the city name, just like FL is not in the city name Orlando, FL. DC is not a state it is a Federal District (where you get the D). The district's name is Columbia (the C).
