The bump is about 7 inches from the back of my knee on my inner thigh. When I look at it from the side, it appears to be raised as if it was a mosquito bite, but the coloring around the outside of the small dark red center appears to not be all uniformly pink, if that makes sense. It is about a millimeter in diameter. I am unsure if it is one bump with redness around it, or just a cluster of very very tiny bumps.

I had protected sex twice 8 days ago. I have not had any herpes symptoms on my genitals, though I worry that this bump could be the first symptom.

What do you think?

would it also be an ingrown hair or foliculitis?

Herpes infections, whether initial or recurring, are usually first felt as a tingling and/or itching sensation in the affected location. These initial feelings are usually followed, depending on how severe the infection is, by the emergence of a raised or swollen area on the skin. This swollen area then becomes painful in general, but acutely sore when touched, stretched or moved. Eventually the sore area will abscess, and emit a virus laden clear fluid for several days before scabbing over. Once scabbed over the lesion will usually heal completely within a period of a week to ten days. In immuno-compromised individuals this cycle can be significantly protracted.

From the onset of infection/outbreak, many patients experience headaches, fatigue (sometimes extreme), and peculiar twitching sensations in the nerves that lead to the area of the outbreak. The fatigue associated with herpes infections can concatenate with depression brought on by the cosmetic or sexually compromising nature of the infection, to yield a deeply gloomy overall mental state that some believe can contribute to increasing the length and severity of an infection.

Yes, there isn't any. Herpes is caused by a virus. Actually, there is little cure for viruses nowadays. The only thing that you can generally do in the case of a viral infection is strengthen the immune system and hope it fights it off. Not with Herpes, the immune system can't win against it. Thus you only get to treat the symptoms. Once you're infected, it stays with you for life. So don't get infected.

Don't think you have herpes. Probably a boil or ingrown hair caused by the rubbing together of your legs or pants. Have it looked at by a doctor to be sure.
