to the costa rico answer, they do have a military. as a usa territory their military is the usa military, significant numbers of costa ricans serve in our military. otherwise as far as offensive capibilities it would be usa, then russia, a tie between china(never won a modern military battle) and north korea(n. korea has more troops thanthe usa and manufactures all their own weapons big and small thanks to decades of u.n. sanctions,since the 50-53 war) then a close one between india and pakistan, india is stronger in conventional forces with a pool of over 1.2 billion people to draw from , but making that moot with the equal nuclear capabilities of longtime foe pakistan. janes, a defense magizine will give more details of these statistics.

to gunny below me, saying that china has french weopons, they dont have any modern french weapons no nato country can sell to china and has just won approval again in nato to deny china weapons purchasing rights based on human rights abuses, this stemmed from tianimen square when china butchered unarmed students protesting for democracy, the west quickly cut off military purchases leaving china with mainly russia for a defense partner.

Of those choices at this point in time it would be the Russians; this is based on numbers and technical advancement of the weapons. I am not including the strategic WMD's in this but looking the remainder of the military. The Chinese would be second based on pure manpower. The Chinese military is; however, sizing down in total manpower but greatly improving the technical advancement of the weapons by purchasing advanced Russian, French and other weapons then, in many cases reverse engineering them to manufacture within there country. This will make them a much more dangerous adversary and greater military power. I would predict that in a few (five to ten) years the rankings will change and the Chinese will be the number one power in that group. If you are including strategic nuclear the weapons the Russians will remain the primary power for a much longer period of time.
