If you are talking about their station as martial artists, or rather their influence over the martial arts world, the Bruce Lee would be near the top of the list, at least for the western world. He was a great martial philosopher and his concept of using what works rather than being bound to traditional forms was revolutionary. For others who had major impact on the martial arts world, look at Masahiko Kimura, Mas Oyama, and Carlos Gracie.
If you are talking about martial artists who have made a splash in the world of film, Chuck Norris (who was actually a much better kickboxer than an actor), Steven Seagal, and Jackie Chan (who says that he is an actor, not a martial artist) would be my favorites.

Are you talking about acting? Then Jackie Chan would be second, followed by Jet Li, Van Dam, and lastly Chuck Norris. Only Steven Segal is a worse actor than Chuck Norris.
If you are talking about martial arts ability, then there are dozens of people today better than anyone on your list.
Bruce Lee's greatness lies in his philosophy of JKD and his popularizing the martial arts around the world. He was an excellent martial artist, but hardly the best ever.

Who is No. 2? It's Rober Wagner of course with Rob Lowe as the younger version of No. 2. Haven't you seen Austin Powers? : P
But in martial arts in terms of influence it has to be Dan Inosanto.
In movies it's Jackie Chan.
In fitness and health it's Chuck Norris.

Chuck high-kicks, Van Damme sucks, got KTFO in a bar brawl, Jet Li does Wushu, and Jackie is an actor.

It has to be Tony Ja!!! He is built like Bruce Lee, fast as B.L.,
and has some wicked moves. Not a bad actor either, but action is his thing. Who knows his M.A. experience though?
I think he has a gymnast background
