I have made this before only it was a true pie with double crust. You could do the same with or without a bottom pie crust, and use potatoes on top. Rough guideline (which translates to I suck at measurements): 1 pound of hamburger, browned and drained (I like the lean kind which is labelled 93/7) 1 brown gravy packet 1 can of beef broth 1 can of cream soup like, celery mushroom, or potato 1 bag of frozen mixed vegetables (peas, beans, carrots, limas, corn) 1 pound of prepared mashed potatoes, either homemade, ready to eat, or instant, try seasoning them up a little with garlic or some parmesan cheese. You can also use any hot sauces seasonings or spices you like. Start by scrambling up the hamburger. Drain if needed and return to the skillet. Then add the gravy packet and the broth, and stir over medium heat. It should start to reduce/thicken a bit. Then add the cream soup, and the veggies directly to the skillet and allow them to warm up some. If you are serving as an actual pie, this is when you prep your crust, and dock it (poke holes in it with a fork). Then add your veggies. If you would like cheese, you can add that now. Then add the potatoes, they should be at least warm. You can pipe them on if you want them to look fancy otherwise just smooth them onto the top. Bake at 400 F until the potatoes are browned, maybe about 20 minutes?

Mix the meat as you would for meatloaf. Press the meat mix into a baking pan to form a thick meat crust(like for a cobbler except thicker). Mix your favorite vegetables and par cook(crisp cooked). mix with mushroom soup (1/2 the water/milk) to use as a sauce. Place vegetables and sauce in the meat crust. Top with mashed potatoes(sour cream, chives and cheddar cheese, make a twice baked taste). Spread thick like you are icing a cake with a lot of icing. Bake in oven at 350* for about 40 min. If you do not like the potatoes browned add them about 3/4 of the way in the cooking. Just before taking from the oven sprinkle with cheese and real bacon bits.

Why don't you fry some onions, carrots, celery and garlic, cook slowly for about three minutes then turn up the heat and add the hamburger meat, cook for about ten minutes till nice and brown. Add some beef stock and cook for fifteen mintues. Transfer all the meat mixture to an oven proof dish and cover with mash potato. Brush the top with a little butter and cook inthe oven for thirty minutes at about 380f...Enjoy

Brown up your ground beef as usual, make your potatoes as usual.
Once they are done put the ground beef in the bottom of a baking pan/casserole dish.
Add some cut up veggies like celery, carrots, corn etc. cover with brown gravy and then the potatoes.
Bake on 400 degrees for about 45 minutes

my daughter loves shepards pie i hate it so i came up with a receipe i can live with. sweat some onions (light) brown almost clear put some hamburger in the pan brown that add some garlic powder, pepper, salt (to taste), a little soy sauce if you have it ,but, omit the salt if you put it in the burger. cook till brown, turn off let rest a moment. prepare your cooked potatoes, mash, add seasonings salt, pepper, i also add a little onion powder to flavor them(optional) when whipped add butter or margarine whip again to incorporate it. layer hamburger in small roasting pan sprayed with pam (makes clean-up easier) can or 2 or sweet corn layer some on burger, then add shredded cheddar cheese and finally potatoes. bake in 350 degree oven about 35 mins it will be lightly brown on top. when i serve this i top it with brown mushroom gravy. serve with a salad , and some cornbread. enjoy.
