well the current borders as defined when the state of Israel was established in 1947. Of course its been a homeland for Jews since before that but you asked about "Israel" and "border" which naturally means legally defined borders so you would have to go with the State of Israel establishment in '47-'48. Although it was proposed in the Balfour agreement in 1917 although I dont know if specific borders were set at that point.

It does not belong to the jews but to the people of Israel- most of whom are indeed jewish...
