On a two way road, one lane each way, 35mph, there is a posted sign saying, "DO NOT PASS." There are side streets off of this road. Does this mean that I cannot pass cars that are stopped and waiting to turn left or that I cannot pass slow cars with no indication of turning left or both? The lanes are plenty wide enough for 2 cars to fit through.

It means you cannot pass, period. Passing on the right is illegal anyways but on a two lane road, there isn't normally enough room to pass without leaving the road surface.

Doesn't matter how wide the lanes for, there is a reason for it, maybe it's on a hill or a curve or there is some obstructed view. If a sign says Do Not Pass, it means just that, no matter what the circumstance. Stay in lane, behind the car you are behind, until you come to an area where you can pass them.

Whether you think the lanes are wide enough to pass or not, the sign says "Do not pass" which means "Do not pass."

If a car is going slow, they you go slow behind it. Feel free to honk your horn, flash your lights etc. to signal to the car that you want them to go faster. They don't have to of course.

If a car is stopped waiting to turn, you stop behind it, and do not pass on the side other than the direction it is turning towards. Feel free to get out of your car and direct traffic so as to help them make the turn sooner than if you were not helping.

If you do not like this reality, then choose a different road to drive along. One that does not have this posted rule.

A street sign that says do not pass means no entering,
do not pass, regardless where this sign is. If it says no turning it means no turning either left or right.

it means what it says. usually put there because the visual range is not enough to pass another in oncoming traffic. if the line-in the road- is solid (not dotted) then you can't pass anyway.
Please study your sign book before driving! Have patience you won't get there any faster by passing the turning car.

It means exactly what it says; Do Not Pass! It doesn't matter if there are cars moving slowly, stopped or waiting to turn left and it doesn't matter that you may be able to squeeze by someone who is turning. What matters is that sign...nothing more and nothing less.

Since majority rules here in America...it means nail it to the floor, and pass as many people as you can without getting caught or running out of asphalt.
