I agree with what kayzee has said, but would add the following...
Fat doesn't turn to muscle, and it's thought to be impossible to lose fat from a specific place. Assuming that's true, toning is probably what you want to look at which means weights rather than additional cardiovascular exercise.
You'll need to tailor exercise to hips and waist, so if you go to a gym look at something like adductor/abductor machines.
Streching will stretch your muscles, and I don't see much benefit for what you want to do.
A killer one my gym instructor introduced me to is abdominal crunches on a Swiss ball (like a big beach ball). You start laid fully back over the ball and raise yourself to about 30 degrees (not sitting up at 90 degrees as the load eases off). A good set of them will make your tummy hard in short time. Doing the same thing but on your side will work the obliques; the muscles at the side of your tummy (above the hips).
One downside to your plan is that muscle weighs more than fat, so in losing those inches, you may find a bit of weight gain.
As I said, I agree with kayzee; you need to consume more calories as 1000 sounds too low for an 18 year old woman.

Hips and waist come off best by running... HARD! I'm talking about 3 miles 3-4 days a week at 85% of your maximum heart rate. However, if you wish to not lose any weight, here is how it's done: DIET and WEIGHTS. Your waist and hips can lose an amazing amount of fat by simple diet, and if you do weight machines, the weight of the fat is replaced by weight of the muscles. Your diet needs to be 5-6 small meals a day with lots of protein, less carbs, and NO sugar or trans fat (partially hydronated oils, save the ones in peanut butter).
If you do all three, you'll be in tip-top shape.

I've tried many diets and couldn't make anything work. Since having my first child, I've been carrying around an extra 30 pounds. This diet just made sense and showed me that everything I was doing before was wrong and a waste of my time.

1] 1,000 calories a day should never be longer than two weeks unless you are so tiny you normally weigh 100 pounds.
2] you must do aerobic exercise for at least 30 minutes for any heart conditioning, and optimal weight loss. Try dancing or swimming [ especially laps kicking with a board ]
3] you should do 3 sets each of 10 reps of situps, obliques [ great for the waist ], and crunches; pushups, and butt/thigh exercises like donkey kicks, lunges, squats, adductions, etc.

you may see a little more progress, but eating 1000/day is right on the edge of not being enough energy. your metabolism will start to slow down if it doesn't get enough fuel for the day. keep that in mind. yes, you can "resculpt" your body, meaning not lose much weight, just lose inches. it sounds like you are doing everything right, maybe just change up your exercise routine a bit, do something totally different to keep your body on it's toes, and add just 100-200 calories a day of healthy foods.

Get a skipping rope, skip for two a few minutes, do push ups for 60 seconds or so, skip for two minutes, rest for example minute. Then change the push approximately something else like sit ups along with do the set again. Repeat it five times and it’s an instant, effective workout that will advance results than a long work or swim.

1000 calories a day is very good just make sure that if you feel faint you go up to 1250 congrates and i'm glad to see someone is using a proper heathly diet plan not slim fast or other stupid ones. Don't strain yourself either 75 sit-tups is alot my sister is anerexic and she only does 50 a day!
Yes you are correct you need to tone your hips and waist with specific exercises

Keep a food diary. Seeing every morsel of food you’ve eaten in an day written down can allow you to see where you’re overdoing this, or reveal patterns or triggers to bad ways of eating.
