You have to define flirt. To some people, they get bugged if their partner if just friendly with someone. For others, flirting means being way more direct...like grabbing someones butt or something.
Its all about communication.

If you both feel like you can flirt with others while you're together and be fine with it, no, but if you both feel this would disrespect the other, then yes, it's wrong.
