I don't think you need to feel the "Holy Spirit" in order to understand what the bible is trying to say. When you are open to your God's will, and He comes down upon you, that's the Holy Spirit. Reading the bible helps you to understand Christianity, and your God. The Holy Spirit, at least as I understand it, is the power and love of God coming down upon you in a rapturous moment. You can get that at any time, not just when reading the bible.
Understand, I'm not christian, but I have respect for those who are. This is just my opinion, and should be taken as such.

The holy spirit helps me to understand the bible more. A lot of it is way over my head. When I read it I feel that the holy spirit guides me through it and helps me get out of it what I need.

Without the Holy Spirit, I wouldn't have insight to Gods understanding of the bible. What God is trying to tell me. God enlightens things out of His Word through the Holy Spirit in the time I need it.

I'm not sure what the Holy Spirit effect is.
But when I read the bible I use my brain to understand with. If you read the bible hoping to feel some kind of "high" or warm-fuzzy, you're sooner or later going to be disappointed.
I don't think we necessarily feel anything when the Holy Spirit enteracts with us. If you do feel something, it's prolly not the Holy Spirit. It's prolly just adrenlin or relief or something psychological instead of spiritual.
Not that warm-fuzzies are bad, they just make for a pretty vapid spirituality.

It's not such an obvious thing. Illumination feels just like when you've been struggling with a math problem and then you suddenly understand it. Something clicks when you are reading Scripture and a specific matter becomes more clear.
