It's a real problem in my city--the police roll by, but keep going--even when there are 50+ cars outside the places, and numerous complaints have been made.

As hard as it is to believe, those people still have rights guaranteed to them by the constitution. Yup you got it, those rights that people are always yelling about being violated, is what keeps those crack houses and meth labs operating. Much time is used up making sure that the case against those is airtight and that no rights violations have been made so that the operators actually go to jail and dont walk on a technicality.

I would say if you know for a fact that the Police do know about the drug houses, and such, and they are doing nothing, then I would complain to a supervisor.
You must take into consideration that they cannot just go up to the door and bust in, when they don't have hard facts, and someone telling them so is not fact.
They have to do an undercover operation, and make sure of what is going on before they can make changes. Sometimes it takes many months to get enough evidence.

This space is a little to small for a class in constitutional law. They can not just go busting in to every house people think are selling crack. It is not against the law for 50 people to park out front. They need enough evidence to get a search warrant, they need to then do the search and find the drugs. A complaint is not evidence.

In my area, a ''well-known'' and reported crack house
operated with police knowledge for months...
until one night, it burned down...
all those nasty flammable chemicals, ya know.

makes you wonder why they don't use some of them to take in homeless people and abused women.and mentally ill people who all need help and many more.
