She was very short with me, and I was in tears- I've never been in an accident or caused one (despite how minor this one was). I feel she has taken advantage of my inexperience. She did not offer her insurance info.

Yep, call the PD though-you can get a police report filed online or over the phone almost anywhere (its called a Blue Form in most areas)
