I need a recipe or brain storming idea to create a paintable icing for decorating cakes with artist brush

You would need to use fondant (rolled icing). You might want to check with a local bakery to see if you can purchase some.

Painting on cakes is done with either thinned food coloring or a chocolate based "paint." Depends to some extent on what you are using for a base frosting. Neither technique has anything whatever to do with rolled fondant, nor is it a requirement that you use rolled fondant.

Check Wilton ( http://www.wilton.com ) - they may have instructions. Otherwise you will need to hunt up some older cake decorating books.

K hun, you can paint on fondant (easier) or crusted buttercream (american style)
I personally use edible airbrush colors for painting but if you don't have access to those (can get em online at http://www.sugarcraft.com or http://www.cakecentral.com )
You can use gel colors like "americolor" or the Wilton gel colors and dilute them with either lemon extract or vodka or everclear (the alcohol will help the "paint" dry faster and not be sticky) Then you would paint them the same way as either watercolors or gouache (go-wash). I have quite a few examples of "painting" on cakes. Most of them are airbrushed but there are two in particular that are painted with brushes (the fourth of july cake) and (the lady with the violin)

I don't know if this would help you, but i have seen in Michael's a felt type pen that can be used right on the frosting. Don't know what's in it, but it's apparently edible.

you want to use fondant (you can buy premade or you can make your own) or you can also use a roll-able chocolate....
