What a "flash" button does is to give a momentary disconnect signal to the phone switch. The effect of this depends on the switch and on what services you have subscribed to. A typical use of this would be to pick up a call on "call waiting." I have no idea what you mean by "3 way".

Yes. If you have 3 way service from your fone company, that's the button for it.
For call waiting, you press "flash" to pick up the second call, and place the first call on hold.
For 3 way calling, you first dial the first number you want to talk to, then after they answer, press FLASH, you'll get a 2nd dial tone, dial the 2nd number and press FLASH, and you'll all be connected together. :)

The flash button is used to access features that may or may not be available on your phone line. These features include but are not limited to cal waiting, three way caling, etc. In order for these features to work you have to make arrangements through your phone company to have them installed on your line.
