This can be frustrating. I try to make it as silly and fun as possible. Pretend to put on their clothes, peek your face through the top of the shirt and say 1 2 3 ON! Then clap and giggle. Another thing I do is put on a song and say....we need to be dressed before the song is over. Then, once they are dressed, have a special piece of paper, maybe with a few pics of clothing on it, and let him put little stars on as a reward.
Good Luck!

my 18 month old hates getting dressed. i make it into a game. when i put her shirt over her head, it's peek a boo. when i get her arms in it's "find the body part" and when i button it, it's like a chase game cause she'll try to run off and i'll pull her back to me, but when i pull her back i say in a real playfull voice "you can't get away i got you" and she cracks up. also if it's a girl try using dresses and that will make it a lot easier. if it's a boy i wouldnt' go down that route. lol good luck.

Put on some fun music like disney tunes, let your child help pick the outfit, and praise him/her when she/he gets dressed. Make it a fun time and the music and singing are good distractions so your child will not realize he/she is getting dressed.

I have 20 month old brother and we have the same problem. when we get him dressed we lay him on the floor and put one of his favorite shows on tv then give him his sippy cup.... we basically distract him lol. it usually works very well. sometimes we also let him know why he is getting dressed and that motivates him and he WANTS to do it (i.e. if we are getting him dress so he can go outside we tell him that and he then wants to get dressed... and fast too lol.)

try singing ("this is the way we put on our clothes")and making a game out of it. It's summer time and unless your're going out let him run around without clothes on, he's only 18 mos, give the guy a break and don't seat the small stuff

Tell him he will get a cookie if he lets you change him. Then when you are all done give him a cookie.
