No, it's not. A 'nocturnal emission' is merely the 'natural release of a buildup of semen from the body' to 'keep it fresh' ... that's not a 'sin' in any way ...
Technically, 'masturbation' is a sin, but I think it should be 'allowed' because so many young people 'indulge in sex acts' far too early, and being 'encouraged' to masturbate would 'curb' that 'need' and the young people could learn that there is more to this 'coupling' needed than just to 'have sex' and 'get your rocks off.'

*** There's actually nowhere in the bible that's says masturbation is a sin. Not one verse.
