When he's trying to look down your shirt, put your hand across the top of your chest, look him in the eye, and say "Do you mind?"
Do what you can to not give him the opportunity to see what you don't want him to see...and make sure he's looking you in the eye when you speak, even if you have to actively draw his attention there.
Make it clear his boob leering isn't appreciated...if he continues after you've let him know it's not appreciated, take it up with a higher authority there.

he cant look at it if you're not showing it. Wear a less revealing shirt and when you lean over press your hand at the top of your neckline to keep anyone from seeing down your blouse. You're at work, not on display.

I had a similar problem and it got so flipping annoying that I ran in to the jerk in the hallway going to the rest rooms, I unbuttoned my blouse and took my bra off right in front of him, he about past out, I looked him straight in the eyes and said, "please get it out of your system, you're making me uncomfortable and I can't focus on my job when you're sneaking a peek at my breasts every half hour. Problem solved, that guy would have walked seven miles out of his way if he knew we would cross paths! I still laugh when I think about his expression, priceless!

well, I would say to him that it is inappropriate for him to be staring at your chest during work. Tell him it makes you uncomfortable. Also, let him know that if someone sees him, they could turn him in for sexual harassment.

This is actually a form of sexual harrassment. Tell him honestly that he's making you uncomfortable. If it continues after you talk to him, then you either ignore him or report him to your supervisor.

no longer that generally. I often positioned on shirts and garments that are extreme-shrink. i'm truly short, so it could be hardship-free for adult adult males to stare down my shirts if I wore great low-shrink ones. i'm a 32B

Tell him that you are going to tell your boss. That's the only way to stop it. Really you should just tell your boss. Whether you like the guy or not, that's not appropriate behavior.
