Why is it said "I" before "E" unless after "C "when it is so not true?

I before E
Except after C
Or when sounded as A
As in Neighbor or Weigh.

There are very few exceptions to this rule =D...like "seize"

That is only part of the rule: gotta listen for that A sound like in weigh.

i've always found it weird that "weird" doesn't fit into that rule. But i guess every rule has it's exceptions
