I'm transcribing a prison video, and the camera zooms in on this part---does it have a particular name?

I'm a Gunsmith. The term your are looking for is "Fore-end Slide" on a Pump Shotgun.

You work the action to present a cartridge for firing at the same time locking back a hammer or striker in a ready to fire position, unless you have a firearm such as a single shot 22lr rifle which you pull back the bolt to present the chamber to load a cartridge into it and after closing the bolt, pull back or arm the hammer or striker which is to essentially compress the mainspring and put trigger and sear into operation/fire mode. I was taught to pull the forend wood back to open the bolt and present a shot shell into the action and to arm the hammer: then to push forend forward push shot shell into chamber and to lock action for firing. You of course keep the muzzle pointed in a safe direction, shoot if you must or apply safety. Press action lock release button to remove shot shell from chamber keeping a 'jaundiced eye' on the action presenting another shot shell into the action which you roll out of the receiver to close bolt on an empty chamber. Double check chamber is indeed empty, point in a safe direction and pull trigger to unload mainspring for unused or storage condition. Our "governator" would do this... Loaded pump shotgun in hand, forcefully lower arm then up in one fluid motion. And looking at you, say something simple like..."You do it like that..."

The forward part that moves back and forth is called the slide; it is used to chamber a shell in prep for firing the shotgun.

Action lock lever is what mossberg calls it, if we are talking about the same thing. its the little button near the trigger assembly that allows you to operate the action, in this case pump it back, without having to pull the trigger.

make sure the magazine and barrel are empty, make real sure.
the trigger must be pulled in order for the slide to be activated, unless there is a slide activation mechanism, sometime located behind where the shells are loaded in to the magazine, and sometime off to one side or another...depending on make and model
