You might make out using the "Lens Flare" tool, but just place the fake flare where it looks like the reflection. You can then distort the flare to match the ripples on the water. This is not an elegant solution and it will not stand up to scrutiny, but it depends on what you are doing this for as to whether you can get away with it or not.

If the sun is in the picture, select and area including the sun and copy it to a new layer. Put the move tool around the selection in the new layer and flip the sun and invert it. Drag one corner in the approriate direction to get somewhat of an oval shape. Use distortion to add ripples. Set that layer to a reduced opacity until it looks like a reflection. Ditto for the moon.

try using an opaque picture with very little contrast and sharpening it up with a lower brightness.
