Down here in the South the old-timers always tell kids to take a salt shaker out in the yard and pour salt on their tail feathers so they are off-balance and can't take off. At least it's a good way to keep kids occupied and out of your hair for a good hour or so! LOL
Maybe you could try it :)
Seriously though, if you have a pigeon trapped in a store with automatic doors you would be surprised to see they often go out when they get ready, right through the door where they came in.
If that's not the case, however, you might try calling a local vet, the Humane Society or the pound to see if they will loan you a humane trap. If not, we have found the best way to get them is to try and back them into a corner, then gently put your hands around them from the front so you are holding the wings down as you pick up the bird. They will be very frightened and struggle so you have to hold them gently but firmly. If you are inside, prop the doors open while you attempt to catch the pigeon, sometimes this will scare them enough that they will fly straight out the door so that the problem is solved.
Good luck!! :)

Sprinkle a little salt on a pigeon's tail, and then you can catch it. That's what my mom used to tell me.
Recently I saw a white dove hanging around my aviary socializing with my pigeons. I opened the door to the catch (like an entry hall) to the aviary, put some seed on the floor, and the dove walked in. I closed the door and so it was caught. after a couple of days of the pigeons getting acquainted with it, I let it into the aviary. It was too tame to survive as a wild bird. Pigeons are usually not quite this tame, but they are more tame than most wild birds.

Pideons don't live in natural ways so they spend their times on ground stealing dog food. Try puting a box with a door tied up leading it to your local window. Place some dog food in it (or seeds) and when pigeons come, just pull the string (or whatever you do to close the door).

Throw some bird seed down where they normally "hang out", and use a net to swoop them up with.
