It's a little known fact that most states with tobacco taxes -- that's all states -- have limits on how many untaxed cigarettes you can legally bring into the state. The limit is as low as zero (AR) though I don't know what the maximum is. Typically it's 1 or 2 cartons at most.

I discovered this years ago when arriving on an international flight with some tax-free cigarettes over and above the normal 1 carton US Customs limit. Not only did I have to pay the US duties but the state tax. The US duty was levied on the 2 extra cartons but the state tax was levied on all 3 cartons.

You should check out PA state law. Here in Ohio they have a "use tax" - basically, if you buy something out of state and don't pay tax, but use it in Ohio - you have to pay Ohio the tax.

It's a bunch of crap if you ask me, but the law is the law!
