It's a good idea. There is lots of good hotel deals - since we have few tourists, and few lawmakers hanging around that week. There are a number of special things going on at that time, make sure you visit the Pageant of Peace. If you are religious, especially Christian, the National Cathedral and the National Shrine have special Christmas Eve and Christmas Day services - indeed that would be a great day to see the National Cathedral!!
Keep in mind that on Christmas Day much is closed - the Smithsonian and other museums, the government buildings, and the like. That might be a good day to visit the various open air monuments and memorials, or to just take it more or less easy. There may be many closed restaurants also.

it's a great idea! it's not a huge tourist destination for christmas, so you ought to be able to enjoy a lot of the city without it being too crazy. here are a few fun christmas-y things going on in dc:
Holidays at Mount Vernon: The third floor of the Mansion is open exclusively during the Holidays at Mount Vernon. See the beautifully refurbished garret bedchamber occupied by Martha Washington after her husband's death. You'll also see the Mansion decorated for holiday festivities and will hear stories of how the Washingtons celebrated Christmas.
The National Holiday Tree and the Pageant of the Peace at the Ellipse in front of the White House: You will also see over 50 individually-decorated trees dedicated to each U.S. state and territory, the National Menorah, and can warm yourself by the blazing Yule log.
Christmas Day Organ Recital at the Washington National Cathedral (3101 Wisconsin Avenue NW): Cathedral organists will be featured in the annual Christmas Day Organ Recital. The recital is free.
A Christmas Carol at Historic Ford's Theatre (511 10th Street NW): This perennial favorite is the quintessential story of how isolation and selfish self-interest withers the soul – a journey that can only be reversed and redeemed by embracing and contributing to the sea of humanity that surrounds us.
As a national historic and cultural site welcoming visitors from across the nation, Ford's Theatre blends its rich history with performance excellence in serving as a living tribute to President Lincoln's love of the performing arts. When Ford's Theatre re-opened its doors in 1968 - after having been closed 103 years - it truly was reclaimed as a national treasure for all Americans, and those who work there are mindful of that legacy and grateful that Ford's Theatre once again is a vibrant showcase for the performing arts that President Lincoln so appreciated.
happy dc holidays! :)

In my opinion you can't go wrong visiting any city during Christmas. Chicago, New York, and D.C. are all great places to visit around Christmas time, although New York definitely tops D.C.

one tip - be sure to follow the weather closely before you arrive. it can vary pretty wildly at that time of year. it's just as likely to be sunny and in the 60s as it is to be rainy and in the 30s. and you may have a few days of each of those types while you're here. but it's a good time of year to come! have fun!
