No. (Except illegally, of course). It is not at all uncommon, however, for a Dr. to prescribe them for a very long time, even in some cases, for a lifetime. Prozac is considered safe over the long-term, though more studies will be needed to confirm this once it has been around for a longer period of time.
The only "anti-depressants" you can buy over-the-counter are "herbal remedies" (e.g., St. John's Wort), which have not been tested in line with FDA requirements for drugs, so have not been proven effective. Prozac cannot be bought over the counter in New Zealand.
Prozac is relatively easy to find on the black market and is often taken by teenagers who (generally in error) think it will give them some kind of quick high. Since Prozac takes time to build up in the bloodstream, one dose won't do much but make you a little jittery.

I would like to think I was successful coming off Prozac. I have been on it for 3 years and each year went up 20 mgs. When I decided to taper off a few months ago, I was at 60. I felt I had been on too much for too long and had lost who I was. I stayed home all the time and for someone who used to be out every night doing something, it was hard. I had also gained about 60 pounds. I was fatigued all the time, and as the dosage went up, the symptoms got worse. They usually say those are just your depression symptoms, but I had been diagnosed with depression when I was 9, so I'm pretty familiar with the way it makes me feel. I decided to go off on my own as I did not trust my doctor and its so hard to get an appointment with another pyshcologist. (sp?) I went down 20 mgs every 2-3 weeks. I've been completely off the meds for about 3 weeks, and I've never felt better. My energy is coming back, I feel more and more like myself everyday. I do feel the meds were very helpful 3 years ago, but now I feel I've learned how to handle things without SSRIs. As far as long term effects after Prozac, the only thing I've noticed and it has been with ALL the SSRIs I've been on (I've been on different ones since I was 9) is the twitching. I also went through a problem with drugs before going on Prozac, but it's been before that. I twitch allll the time. They're not major, but it's enough to bother me. Let's hope they'll go away in time,

It IS possible that her GP is prescribing her Prozac for that long. She may not be stable enough/ready to come off it. Ten years is a long time to be on them but don't dismiss it. Many Gp's will continue to prescribe if it is doing the job.
You cannot buy it without prescription.
There are some herbal remedies that are said to be good for depression though.

some people take the same medications for many years, or for life.
i have a friend who has been taking lithium for 25 years. it's not that uncommon.
and i'm sure you could go to mexico and get these meds if you wanted without a prescription.. im not sure where else they are available without a prescription. you can do a websearch to find out.

Prozac is a very dangerous medication in my opinion. The trials, using college attenders who were not depressed, actually showed that these people were more likely to commit suicide than they would have been expected to. My daughter was semi-depressed but became suicidal on Prozac. Do try alternative therapy such as chinese herbs, acupuncture, counselling before going down this route, particularly if the drug is not medically prescribed. Take care!!

Prozac is not for sale over the counter In England. Please be carefull when taking medication for deppression drugs like these are usually only prescribed in the short term and should gradually be decreased on advice from GP but 10 years is far to long . Prozac is also very addictive thats why it should only be for short term use. Most medication is not very effective after continual use for long periods, Thats why doctors should monitor and re-assess prescribed medication
