The advent of CAD and existence of Specifications does not change the need for the Sequence suggested because in normal working on sites amendments are made and instructions given by say, Agents to Sub-contractors, which because they are relatively minor would not warrant an immediate revision and distribution of the drawing. If at the end of the contract such data is not included in the 'as built' drawings (if they are produced!) then should there be a difference of opinion (such as 'Who pays?') and a judgement as to the interpretation and timing of the change is required there has to be such a Sequence.
The sequence described in my first question may not be accurate but such a sequence was established by a judge when settling such a dispute and hence my question - who was the judge? and/or what was the case?

As a general rule, final approved drawings took precedence over project specifications.

But we never changed our project drawings until getting written confirmation that the changes were approved and acceptable.

If changes were made to the project during construction, and the drawings were not revised at that time, there still had to be some other paperwork authorizing the changes, and approved by project personnel. Changes were never allowed to be made without leaving some type of paper trail, so that after the project was completed the paperwork would be the basis for final "as built" drawings.

For every project change there always had to be a written cost estimate to make the change, including engineering costs, and construction costs and the signed approval of project personnel including any customers involved.

If changes were made without written authorization someone was going to be out $$$.
