I have trouble remembering ... I am now over age 60.
I think it was 8 or 9 years old. At the time, youngsters were allowed to drive a motorized 2 wheeler provided the horsepower was below five.
This meant there was stiff competition between companies making 4.8 4.9 4.98 etc. horsepower mopets and motorscooters.
I thought that was a good system, except they were slow to pass laws about wearing safety helmets, because we got several years experience driving on a limited set of roads (where the speed limit no higher than 35 mph), before graduating to larger vehicles.
Even today I read about ATV.
Apparently any age may drive an ATV
(this is like a dune buggie)
they are not mandated to wear safety gear
ATVs do not always have roll bars
There are periodic stories of kids driving 60 mph in them, having an accident, the vehicle rolling over, and goodbye kid's head
I think that ANY motorized vehicle needs to have some minimum safety rules, and if it is capable of going more than some reasonable speed, you have to have a driver license to drive it

I got mine when I was 14, but it was for farm use only.
I got the "real" license when I was 15 (1986)

I got mine when i was 17, and i was proud of it! If i got my license when i was 16 then imagine how high my insurance woulda been
