What's wrong with wearing a hat? It helps keep the sun out of your eyes if it's raining and keeps the rain drops out of your eyes if it's raining. Look at Tiger, he usually wears a cap at the games he's in. Do you see people complaining about him cheating? No. Wearing a hat in golf is perfectly fine.

Hats are fine.
HOWEVER, There have been hats developed for training that have flaps on both sides that act as blinders and improve your focus when putting. This is not legal during competition.
