Most people modify the existing engine. There are no lack of performance options (from economical to the absurd) for the Neon. This site has an infinite amount of information: http://www.neons.org/. Incidentally, the issue of using an SRT-4 engine will no doubt come up. While this is possible, it would be easier and probably cheaper to just buy an SRT-4. I have owned five Neons including an SRT-4. The SRT-4 is a dedicated package with its own distinct engine, transmission, drive train, hood, brakes, struts, wiring harness, A/C, etc.

Short of putting in an srt-4 engine your best option would be to supercharge/turbo it. Another direction might be to use that money you were gonna spend on an engine, and buy a late 80's/early 90's shelby/turbo dodge. They aren't the hottest cars on the road, neither is a neon, but they are fast highly modifyable (sp?) and have parts readily available.
