It's not a stupid question at all!
Once your tat is healed you can go in the water. If you are swimming outside just make sure you use a higher SPF sunblock, because the sun will fade tattoos.
Now, chlorinated water might be an issue (especially the heavy chlorination in publicly used pools.) Once your tattoo is completely healed with a new layer of skin over it, you should be sufficiently protected from the chlorine, but before that, you might be subjecting it to some fading.
If you don't swim all year round, I would wait until you have a few months and get the tattoo then.

After your tattoo heals, the water deal doesn't matter anymore, I mean the tatt is apart of you. Now, on the other hand, I will tell you this, sunlight or tanning beds will fade your tatt. My advice, if your going to be in the sun for awhile, just rub a dab of sunblock over the tatt to extend the colors. I works for all of mine.

You wont be allowed to stay for LONG times, especially in the beach. The tattoo tends to fade when submerged for a long time in water. I have friends whos tattoos were faded and needed to be retouched due to a long time in the beach.

Most definately, once your new tat is completly healed it will be fine in water for as long as you can take it yourself.
