Yes. You both can marry under the Foreign Marriage Act, 1969 applicable to any Indian citizen who wants to marry a foreigner. According to this Act if you are staying in a foreign country you can approach the Marriage Officer/Registrar appointed under this Act, who happens to be the Indian Embassy officer & fulfillment of necessary conditions about your age of majority, non marital status of both, mental fitness of both & non infringement of any matrimonial law concerning the foreigner in this case a Pakistani's country you can get married after giving one months notice & after completion of this notice period if no objection is received against such marriage the marriage officer shall marry you & issue you a valid marriage certificate to this effect that will be applicable to both of you for any purpose.

I don't know about Pakistani or Indian rules on getting married in an embassy but I know that it would not be possible at an American Embassy.

embassy is owned by the country which's country is that. for example in pakistani embassy no indian law would be implemented, but only pakistani law and regulation. though embassy is a diplomatic work place but embassy can perform other practice also which are nor violating international law. you have to get advance permission by embassy in which you want to marry. in other case you marry outside of embassy then look for asylum by any embassy like pakistan etc.best of luck.
