and whats the difference between a regular savings account?

I think you are confusing a savings accounts with a health savings account. Either that or you are thinking of a retirement account, such as an IRA, a Roth IRA, or some kind of 401K plan. I have attached a link to info regarding health savings accounts. There is no such thing as a pre-tax return saving account.
