Best way to find out is telephone both irish and portuguese embassies and ask them what tv system they use.
Both will be pal, but maybe different versions,meaning that you will get picture but no sound. Most televisions can be re set through the tuning programme, if you have an on screen display, check if it can be set to other pal systems.i.e pal b or g. If so, as long as the voltage is right, no problems.
If your set is older,or cannot be reset, it would not cost a lot to have it converted.

there shouldnt be a problem at all. just needs a UK plug adaptor.

all of europe (including ireland) use the same electrical supply, 230V 50Hz.

You will probably need to retune to retune the channels to the frequency applicable to where you are.
