Why is it that petrol road-tankers usually have a length of metal chain hanging down to touch the ground????

Since rubber tires are insulators, you need some metal touching the ground to prevent static electricity from possibly igniting the fuel. A grounded vehicle can't become electrically charged.

to electrically connect the ground and tanker because rubber (tires)is electrical insulators,
therefore you need some metal touching the ground to discharge the static electricity (its possibly igniting the fuel).
its mean the grounded vehicle can't become electrically charged.
