you can't target tough areas but you can help by making them look a little better than before.
well then again you are barely 15 years old..you still have years to grow up and have your body change.
so don't be so hard on yourself.
try to tone those problem areas. exercise but tone them more because from what is sounds like it looks like you need to tone more than exercise.
eat healthy and don't over do the exercise or starve yourself...its all about the healthy way.
no pills because thats bad as well.
but hey...you still have some growing to do.
you might want to ask your doctor next time you see him or her.
just say like " i was wondering.....
or look it up on the internet and see what tips you can get.

You can't target specific areas. The best you can do is build up the underlying muscle. Running will make your thighs look better, and if you do some push-ups to improve your arm and chest, the increased size will make your belly look smaller. Also, try adding some protein to your diet and eat three servings of vegetables a day.
