static rope or dry rope.what about the elongation thing.dont know what that is

static, double kermantle. You need some elasticity to your rope in case you get hung up. It helps absorb the shock on your body, kinda like a bungee cord, it just doesnt streach as far. Be sure to have the proper equipment and training before you go. also you need to be able to climb in an emergency and if no one is at the top, to get your ropes back.

You can safely rappel on static or dynamic ropes. The dry part has nothing to do with it really. The "elongation thing" you are asking about i believe is the amount of stretch in a rope when the rope holds you when you fall. Much like a bungee cord as stated above.
If you are rappelling, you should do so with someone who has the knowledge and equipment to keep you from getting seriously hurt or killed.
