Assuming this is an incandescent lamp, it is a little more complicated than it might fist appear, at the lower voltage the filament will be cooler and it's resistance lower than the 600 ohms at 60 volts, so considering it a perfect resistor and using Ohm's law will only be an approximation, but 0.04 amps is the current that would flow with 24 volts and 600 ohms

If the lamp was to deliver the same power at that lower voltage,it would have to draw 0.25 amperes of current.
