How "fast" you run has more to do with biomechanics than it does with what shape you are in. For instance, I have the same problem. I am not built for running very fast I am 5'8 and have relatively short legs compared to the average long distance runner/sprinter. No matter how hard I try it is impossible for me to compare myself to someone with longer legs. Longer legs give you a longer stride which results in faster mile times.
Think of it this way, no matter how hard I train or practice I'll never be able to slam dunk a basketball like someone who is 6'8" and never seen a basketball in his life. We are all built differently which come with their strengths and weaknesses.
Being in shape has nothing to do with mile times and everything to do with other things like blood pressure, cholesterol, and internal bodyfat.

Change it to brisk walking. You will end up burning more fats.
I am on low carb, low fat, high fibre, high protein and a hour brisk walk 5 times a week, and I have lost 31lbs and gain better health. I am now maintaining my 108lbs for 2 years.

yes because you do not have enough food in you. I think you should eat normal or alot and exercise alot so it will even out
